Shaykh Muhammad ibn Sālih Al-'Uthaymīn
The cupping practitioner must be proficient. For if he is not perhaps he will apply Hijamah in places where it should not be applied, or within a time wherein Hijamah should not be performed. So it requires a person to be proficient; because the affair is serious.
So how do we know that he is proficient? The first way is that (he has) knowledge based study in the field. The second way is that he has practical experience. Some have long standing practical experience in their field by way of which they have knowledge that those who have years of knowledge based study do not. This is from the most important of affairs in medicine; i.e., actual application. If a person has never actually applied (medicine) then even if he is an ocean of information in medicine he will be found to be weak in the field.
